These spinners are easy to build and look great. They can be used as kite drogues, line junk, or simply attached to a pole as a wind toy (though they do have a tendency to get twisted around a static pole if the wind is not steady).
I couldn't find a building plan so I made my own. I haven't yet compared it to a commercial model but it works well for me.
